LETTER: Kurt Spitzer, KSA, to FASU <br />Coordinating Committee <br />DATE: March 3, 1994 FILE: FMU.A= <br />DESCRIPTION AND CONDITIONS <br />The Florida Association of Counties NPDES Stormwater Technical <br />Committee has requested that I participate in a coordinating <br />committee to organize a new local government association whose <br />purpose is to exercise initiative and leadership in dealing with <br />stormwater problems, mandates, and policies. Many Florida cities <br />and counties are being strongly encouraged by the Florida DEP, DCA, <br />and USEPA to implement stormwater utility programs. Indian River <br />County was, in some respects, a pioneer of this concept back in <br />1983 when the Public Works Department recommended establishing the <br />Vero Lake Estates MSTU for development of a Stormwater Master Plan <br />and funding source for drainage improvements. To date, 45 cities <br />and 9 counties have established stormwater utilities in Florida. <br />There are approximately 250 additional cities and counties in <br />Florida considering establishing a stormwater utility, including <br />Indian River County and the City of Vero Beach. <br />ALTERNATIVES AND ANALYSIS <br />The proposed annual dues for Indian River County to join the FASU <br />will be $250. If and when the county establishes a Stormwater <br />Utility, the fee would increase to include a $.25 per capita <br />charge. The Association will be a strong lobbying force to <br />communicate the interests of local governments. <br />RECOMMENDATIONS AND FUNDING <br />At this time, staff requests authorization for the Public Works <br />Director to be a member of the FASU Coordinating Committee. When <br />the formal association becomes an official body, staff will budget <br />the $250/year annual dues. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously <br />authorized the Public Works Director to be a member <br />of the FASU Coordinating Committee, as set out in <br />the above staff recommendation. <br />22 <br />
