Is Request for Planned Development <br />(P.D.) Special Exception Use and Conceptual Plan Approval <br />for a Multi -Family Residential Apartment Complex to be <br />Known as Indian River Apartments [PD-94-05-04/IRC <br />#94020072-002] <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of March 22, 1994. <br />DESCRIPTION AND CONDITIONS: <br />Carter Associates, Inc. has submitted an application for planned <br />development special exception use and conceptual plan approval on <br />behalf of the Housing Group, Inc. for the Indian River Apartments <br />project, a 180 unit planned development. The subject site is <br />located at 1350 Indian River Boulevard, approximately 3/8 of a mile <br />south of 17th Street on both sides (east and west) of the <br />Boulevard. The 180 unit apartment complex and most recreational <br />facilities are to be developed solely on the west side of the <br />Boulevard, while stormwater retention tracts, and walking trails <br />are to be provided on the east side of the Boulevard. <br />The subject property's upland areas are zoned RM -8, Multi -Family <br />Residential (up to 8 units per acre), and its environmentally <br />sensitive (wetland) areas are zoned Con -2. Conservation 2 (up to 1 <br />unit per 40 acres). The land use designation is M-2, Low Density <br />Residential (up to 10 units per acre) on the west side of the <br />Boulevard. The east side of the Boulevard has a land use <br />designation of M-2 and C-2, Conservation (up to 1 unit per 40 <br />acres). <br />Under the provisions of section 915.08, density from the project C- <br />2/Con-2 areas maybe transferred to upland areas of the site in the <br />amount of 1 unit per acre. Although no such density transfer is <br />requested at this time, the developer has applied for an affordable <br />housing density bonus, which is available through the P.D. approval <br />process.
