agency will monitor project compliance with affordable <br />housing requirements. <br />b. That prior to issuance of a Certificate of Occupancy <br />(C.O.) for any affordable housing rental units, the <br />developer shall comply with the deed covenant <br />requirements of LDR section 911.14(4)(a)2.f. (see <br />attachment $4). <br />c. At any given time during project construction and <br />completion, at least 21% of the total number of C.O.'d <br />units shall be affordable housing rental units. <br />Commissioner Eggert led discussion regarding the emergency <br />access at the southwest portion of the project, and she considered <br />it important to have that exit installed early in the construction <br />phase. <br />Director Boling directed the Board's attention to the enlarged <br />graphic and indicated the location of the emergency access point as <br />well as the boat ramp and the project entrance at Indian River <br />Boulevard. He advised that all these improvements are included in <br />the first phase of the project. <br />Commissioner Eggert preferred to add as a condition of <br />approval to have those improvements completed before the <br />Certificate of Occupancy (C.O.) is issued. <br />Commissioner Macht was concerned about the worn condition of <br />13th Street, and felt that an emergency access at that location <br />would aggravate the condition. He wanted assurance that the <br />permanent access point will not be onto 13th Street. He also noted <br />that the entire area becomes flooded with a 3- or 4 -inch rain. <br />Director Boling advised that the developer will need proper <br />stormwater permits from the County. The current proposal is to <br />handle runoff with a perimeter swale system along the border of the <br />project and the stormwater system underneath Indian River <br />Boulevard. <br />Commissioner Macht led discussion regarding removal of exotic <br />species from Government Lots (GL) 4 and 5. <br />Community Development Director Bob Keating explained that the <br />Comprehensive Plan requires removal of exotic species on property <br />that is developed, but GL 4 and 5 are separate tracts and may not <br />be part of this project. <br />Discussion ensued regarding removal of exotic species, and <br />Director Keating assured the Board that staff will follow the law <br />and work out with the developer any question on the removal of <br />exotic species. <br />35 <br />i <br />L—,MAR 1994 aooK 91 r,�u.1Ue <br />
