She also asked whether the fill <br />will cause drainage problems, because Rockridge is a low area. <br />Commissioner Bird assured her that the developer's equipment <br />will use the Indian River Boulevard access. The 13th Street <br />emergency access will be a private entrance with a locked gate. <br />The project manager and the emergency services will have the <br />combination or the key, and use of that access is strictly for <br />emergency situations. <br />Mrs. Livesay asked if they will build a wall first. <br />Director Keating responded that the emergency access point <br />will be gated. <br />Phil McAllister, resident of Rockridge, was concerned about <br />the stormwater runoff. He characterized 3rd Court and 13th Street <br />"like a pool" which will be turned into a river because there is no <br />place for the water to go. <br />Commissioner Eggert assured him that the drainage problems <br />will be resolved before the project is finalized. <br />Commissioner Bird led discussion regarding a requirement that <br />all vehicles leave and enter the site from Indian River Boulevard <br />and not have access to the site from 13th Street. If that means <br />the developer must put up a fence and gate and secure that area <br />from the beginning of the project, we should make that a condition <br />of the approval. <br />Jeff Meehan, 892 Osceola Avenue, Winter Park, representing the <br />developer, addressed the issue of the emergency access. He pointed <br />out that emergency access works in two directions. If there is an <br />emergency in Rockridge and the roads are blocked, those residents <br />have a secondary means of access for emergency services as well. <br />Regarding construction traffic, Mr. Meehan assured everyone that <br />the developer has no intention of entering the project from 13th <br />Street, and he agreed that as a condition of approval the developer <br />will construct a fence and gate at that location. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. o <br />37 <br />MAR 221991 MoK ,91 Fm,r1o42 <br />
