MAP 29-7 <br />8m 91 FAcE1Q43 <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bird, to approve The Housing Group <br />Inc.'s request for Planned Development (P.D.) <br />special exception use and conceptual plan for a <br />multi -family residential apartment complex to be <br />known as Indian River Apartments with the five <br />conditions listed in staff's memorandum and two <br />additional conditions: that a construction fence be <br />placed at the western exit from the project during <br />construction; and that an emergency gate be <br />installed before the first Certificate of Occupancy <br />is granted. <br />Under discussion, Commissioner Macht was worried about how <br />this project will affect drainage in Rockridge, specifically 3rd <br />Street. He asked how we arrive at a measure of whether the <br />proposed project will affect drainage, and asked for assurance of <br />staff's judgment regarding the impact the project will have on <br />drainage. <br />Public Works Director Jim Davis explained the design of Indian <br />River Boulevard. In Phase 1 some of the drainage pipes under <br />Indian River Boulevard were too small, so when Phase 2 was designed <br />a bridge was constructed over the 14th Street Canal. That canal <br />has been dredged over the past three years which has enhanced the <br />flow from west to east, because the 14th Street Canal is tidal and <br />has sufficient capacity for runoff. In addition, a large concrete <br />pipe was incorporated under the roadway just south of the bridge, <br />and that pipe drains the subject site. Director Davis was <br />confident that the project's perimeter swale systems will be <br />` adequate to drain water under the boulevard through the concrete <br />pipe that was built. <br />Commissioner Eggert asked whether that drainage system will <br />help Rockridge drainage. - <br />Director Davis clarified that the subject property is not <br />receiving a lot of water from the Rockridge Subdivision. The <br />problem in Rockridge is that the finished floor elevations of the <br />homes are low, and with high tide and easterly winds, it is <br />difficult to move water out of that low-lying area. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />38 <br />s � � <br />
