TASK FORCE <br />COMMITTEE: 1) FINAL REPORT, AND 2) PETITION PAVING BUDGET AMENDMENT <br />014 <br />The Board reviewed the following Task Force Committee Final <br />Report and memo from OMB Director Joe Baird dated March 16, 1994: <br />Florida East Coast Chapter <br />The Associated General Contractors of America, Inc. <br />2617 North Australian Avenue <br />West Palm Beach, Florida 33407 <br />Telephone: (407) 833-3809 <br />Fax: (407) 833.6024 <br />Please reply to: <br />INDIAN RIVER COUNTY <br />FORCE ACCOUNUPRIVATIZATION <br />TASK FORCE COMMITTEE <br />FINAL REPORT <br />2770 North Indian River Boulevard <br />Suite 304 <br />Vero Beach, Florida 32960 <br />Telephone: (407) 778-1325 <br />Fax: (407) 569-9303 <br />On Tuesday, November 16, 1993 the Indian River County Board of County Commissioners <br />approved the formation of a Task Force established to review cost differences of force account <br />work versus contracting with private enterprise. <br />The Task Force was established, consisting of Committee members Ron Ewing, Vista Properties <br />of Vero Beach Inc.; John Brenner, AIA, Architects Schutt and Brenner, PA; Ross Cotherman, <br />CPA, Berger, Harris, Toombs, Elam and McAlpin; Randy Mosby, Mosby and Associates Inc.; <br />Kelly Crick, Ranger Construction Industries, Inc. and Steve Hall, The Associated General <br />Contractors of America, Inc.. Indian River County was represented by Mr. Tim Chandler, County <br />Administrator, Jim Davis, Public Works Director, Joe Baird, Director, Office of Management and <br />Budget and Terry Cook, Superintendent, Road and Bridge. <br />The Committee met with County staff approximately six (6) times over a five (5) month period. <br />The Committee met an additional three (3) times without staff in the office of the Associated <br />General Contractors of America, Inc. to review material presented by staff in support of <br />questions raised by the Committee and to establish consistency and continuity in the Committee's <br />direction. <br />In an effort to assure that outlays for public spending are done as efficiently and in the most cost <br />effective manner as possible, relative to the Public Works Department the Task Force submits the <br />following recommendations: <br />1. Eliminate the title "Petition Paving" from the Public Works Department. <br />2. Establish a "Job Cost" accounting system in the Public Works and OMB <br />Departments that will allow tracking of individual projects to include man <br />hours, equipment hours and material. Job costing each project will establish <br />definitive costs for the County and the taxpayer. Property owners will be <br />44 <br />
