Tippin, R v' <br />Board of County Commissioners = a !Vtb1840 25th Street <br />Vero Beach, Florida 32960 <br />Dear Commissioner in: `g.9 £Z4` <br />In our 1994-95 budget process, we are ready to initiate our internal review <br />reducing staff requests in line with service priorities. In the spirit of <br />cooperation this year, I am forming a review committee of which the majority <br />-of members will be from outside the Sheriff's Office. <br />I strongly desire a close working relationship with the Board of County <br />Commissioners in this stage of the budget process. The purpose is to insure a <br />better budget product and to foster enhanced communications and information <br />sharing. Accordingly, I am inviting you to appoint a member of the Board of <br />County Commissioners to participate as a member of this review committee <br />which will probably meet the first week in April. I anticipate that two, four <br />hour blocks of time will be required for the review. <br />Thank you for your consideration of this important matter. <br />Sincerely, <br />Gary W Wheeler, Sheriff <br />Commissioner Adams questioned the ability of a commissioner to <br />serve on the Sheriff's Budget Review Committee because that <br />commissioner would have the responsibility as a Board member to <br />reconsider decisions made by that review committee. <br />Commissioner Macht agreed, and he pointed out that the Board <br />will schedule budget workshops with the constitutional officers <br />prior to the budget hearings. Appointing a commissioner to the <br />committee that formulates the Sheriff's budget has negative <br />overtones and reduces the objectivity of the Board. <br />Chairman Tippin asked, and Attorney Vitunac advised that there <br />is no obligation to appoint a commissioner to the Sheriff's Budget <br />Committee; it is voluntary. <br />Chairman Tippin declared that it is the consensus of the Board <br />not to appoint a commissioner to the Sheriff's Budget Review <br />Committee because the Board will meet with all constitutional <br />officers in relation to the budget well in advance of the budget <br />62 <br />
