PROPOSED LANDFILL CLOSING REGULATIONS <br />Commissioner Macht reported that there is an effort by the <br />Sierra Club and Mid Florida Mining to expand the rules regarding <br />landfills, and he felt it is our obligation to contact the <br />Department of Environmental Regulation to voice our opposition. <br />Utility Services Director Terry Pinto explained the <br />consequences of some of the proposed rules. In one instance, the <br />rule would require a double liner over a clay liner in the <br />construction of a landfill. That would add $6 million onto a $4 <br />million project. He explained that after closure we are required <br />to monitor a landfill for 30 years by taking water samples. Under <br />the present rules some of the monitoring may be eliminated when a <br />specific element has not been detected for a period of time. That <br />would change under the proposed rules, and if there was evidence of <br />a specific element even many years before, that specific monitoring <br />could not be eliminated. Director Pinto advised that the entire <br />rule should be rewritten from the beginning because it will cost a <br />lot of unnecessary money. <br />Chairman Tippin observed that many small counties are facing <br />bankruptcy, they have no money to close landfills, and rules such <br />as this plus the millage cap will push them over the edge. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously authorized <br />appropriate staff to attend any and all hearings <br />regarding landfills and voice the Commission's <br />opposition to the proposed rules. <br />UNFUNDED MANDATES <br />Commissioner Macht reported that the Florida Senate passed <br />Memorial 1818 to urge the Congress of the United States to enact <br />legislation prohibiting unfunded mandates, and House Bill 1137 <br />regarding impact fees has been defeated. <br />JOINT SCHOOL BOARD MEETING <br />The Board tentatively agreed to April 28, 1994 as the date for <br />the next joint meeting with the School Board. (At a later meeting, <br />the date was changed to May 3, 1994.) <br />COURTHOUSE REPORT - PARADE AND OPENING CEREMONIES <br />Commissioner Macht reported on the proposals of the Courthouse <br />Advisory Committee. <br />W, <br />MAR 1994 x001( FAGE 106 8 <br />
