Chairman Bird read aloud the following Proclamation, which was <br />accepted by Lance Kirkbride of the Exchange Club: <br />PROCLAMATION <br />DESIGNATING APRIL, 1994 AS <br />CHILD ABUSE PREVENTION NINTH <br />'IN INDIAN RIVER COU:1'Y, FLORIDA <br />-AREAS, child abuse and neglect is a serious and growing <br />problem affecting more than two million of our nation's children <br />annually and of children locally; and <br />WHEREAS, the societal malignancy called child abuse and <br />neglect respects no racial, religious, class, or geographical <br />boundaries and, in fact, has been declared a national emergency; <br />and <br />WHEREAS, the Exchange Club C.A.S.T.L.E. of the Treasure <br />Coast, Inc., through its support of parent aide programs, <br />parenting classes and educational programs, is making significant <br />progress in stopping this crime against our nations and <br />community's children and families: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that the entire <br />month of April, 1994 be observed as <br />CHILD ABUSE PREVENTION NDNTH <br />in Indian River County, and the <br />this time to better understand, <br />grievous problem. <br />Board urges all citizens to use <br />recognize and respond to this <br />The Board further' congratulates the Exchange Club <br />C.A.S.T.L.E. for its continued success in helping families break <br />free from the cycle of child abuse. <br />Adopted this 22 day of March, 1994. <br />K <br />BOARD OF COUNTY CONbUSSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />John W.
