ADMINISTRATION BUILDING HEATING. VENTILATION. "SONNY" DEAN, DIRECTOR <br />..A <br />DEPARTMENT OF GENERAL SERVICES <br />SUBJECT: ADMINISTRATION BUILDING HVAC SYSTEM STUDY <br />CONSULTANT'S REPORT <br />BACKGROUND: <br />On January 4, 1994, the Board authorized staff to proceed with an <br />amendment to Gee and Jenson's present contract with the County, to <br />study and report on the condition of the Heating, Ventilation, Air <br />Conditioning (HVAC) system installed in the County Administration <br />Building. The primary purpose of this study and report was to <br />analyze the existing HVAC systems, to point out existing problems in <br />the building and to recommend solutions that will remediate these <br />problems. They were to also provide an estimated cost for this work. <br />At the regular Board meeting on April 5, 1994, the consultant will <br />give an oral overview of the report and be prepared to answer any <br />questions the Commission may have. <br />A copy of the report is provided for your perusal. <br />Mr. Philip Grinell, senior vice president of Gee & Jenson, <br />gave a brief history of his company's extensive experience in <br />dealing with air quality issues. He reported that the evaluation <br />of the County's Heating, Ventilation and Air Conditioning (HVAC) <br />system resulted in the following observations: <br />1. The system has gone through a number of modifications over the <br />years. <br />2. This building was not designed for as many people as now <br />occupy it, nor was it designed to have all the corridors and <br />partitions that were added after the building was constructed. <br />The equipment has been placed under a lot of stress. <br />3. Humidity control and the ability to introduce a proper amount <br />of outside air into the building are serious problems. <br />4. Filtration and air movement are inadequate. <br />A complete report of Gee & Jenson's evaluation of the County <br />Administration Building's HVAC systems was distributed to the <br />Board, including the following conclusions and recommendations: <br />31 Bp � 92 ponE 55 <br />L- APR -51994 <br />
