77 <br />Director Boling further explained that the applicant proposed <br />changes to the conceptual plan by increasing the setback and <br />reducing the height of the structure to one story. The applicant <br />agreed that the buffer along the northern boundary must be <br />installed prior to final inspection and issuance of a Certificate <br />of Occupancy, and that enrollment at the school will not be <br />increased from the current 375 students. - <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Peter Benedict, headmaster of St. Edwards School, having been <br />duly sworn, recounted the history of the school, school policies, <br />accreditation and its national and statewide recognition as a <br />national merit school. The school is funded entirely by private <br />money, and has been a good neighbor to the community, opening its <br />facilities to groups and organizations. He stated that it is <br />universally recognized that junior high schools should be separate <br />facilities. Constructing the St. Edwards Junior High facility near <br />to yet apart from the upper school allows them to use the <br />facilities of the upper school, such as the library and swimming <br />pool. <br />Attorney Stewart, stated that the conditions established by <br />staff and staff recommendations are acceptable to the school. The <br />75 -foot setback is unnecessary and unworkable and the architect <br />will explain the alternative setback dimensions. <br />Steve Moler, of Masteller and Moler, having been duly sworn, <br />displayed a rendering showing the relationship between the property <br />proposed for the new school building and the residential lots in <br />Sandpointe West. He described the buffer which would block the <br />view from the residential lots to the school property. <br />Mark A. Ugowski, architect, having been duly sworn, stated <br />that he designed the St. Edwards Library and the Indian River <br />County Library so he is familiar with our community. He described <br />the proposed structure as a low-key, low -impact, one-story, barrel <br />tile roof building that fits the neighborhood. The roof line will <br />be broken to give it a light institutional look. All activity will <br />be directed to the south side of the building. The north side will <br />have 50- to 70 -foot staggered setbacks, plus a berm, Type C buffer, <br />swale, 60 -foot right of way and the setback for the residences. <br />Commissioner Adams led discussion about details and clarified <br />that the drawings the Board was looking at were new and had just <br />been given to Bruce Barkett's clients this morning. <br />APR x..2;1494 15 <br />BOOK R F'�;F 10'6 <br />
