APR 121994 <br />D. -The development of permanent structures test accommodate <br />the sleeping of persons shall be limited 'as follows: <br />sleeping areas within permanent structures shall not <br />accommodate more than four (4) persons per acre of the <br />total project area less area devoted to camping <br />accommodations. <br />E. Drop-off facilities may be required by the public works <br />director where such facilities are deemed necessary to <br />accommodate anticipated traffic operations on site. <br />F. Stabilized, unpaved parking and driveway areas may be <br />approved by the board of county commissioners based upon <br />a positive recommendation from the public works director. <br />G. Restrictions or limitations on outdoor lighting and <br />location and hours of operation for outdoor activities <br />may be imposed to mitigate potential adverse light and <br />noise impacts on surrounding properties. <br />The application and proposed site plan meet all of these <br />specific land use criteria. <br />14. Compatibility with Surrounding Uses and Use Restrictions: At <br />the March 10, 1994 Planning and Zoning Commission meeting, it <br />was brought out by several surrounding property owners that, <br />due to some of the intense --activity that goes along with <br />active agricultural operations, the proposed use may not be <br />compatible with the surrounding agricultural uses. In <br />addition, some concerns were expressed by owners of <br />surrounding citrus groves regarding the potential danger of <br />the applicant installing caribbean fruit fly host plant <br />material on site. <br />It should be noted that the applicant has been made aware that <br />there are existing, surrounding active agricultural activities <br />that may adversely affect the recreational and residential <br />uses proposed for the site. The applicant has acknowledged <br />this and has addressed the other concerns raised by grove <br />owners in a letter attached to this report as attachment #6. <br />15. Environmental Issues: There are several isolated wetlands on <br />the site. These consist mostly of cypress tree stands. The <br />proposed development will not impact these tree stands. <br />Therefore, no alteration to wetlands is proposed and no <br />wetland resource permit is required. <br />16. Surrounding Land Use and Zoning: <br />North: Vacant/A-2 <br />South: Citrus Grove/A-2 <br />East: Citrus Grove/A-2 <br />West: Citrus Grove/A-2 <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissions approve the special exception use request. <br />22 <br />
