F, <br />BOOK 92 F',vJF 177 <br />APR 12 1994 <br />Potable Water Sub -Element Policy 5.9 and Sanitary Sewer Sub -Element <br />Po icy*Z.9 to allow utility service to lots located within a <br />quarter o#.a mile of the USA. <br />As will be discussed in the next section of this staff report, DCA <br />has identified another plan policy that, according to DCA, <br />prohibits extension of'water and sewer services outside of the USA. <br />Of the 700+ policies of the comprehensive plan, these are the only <br />three that prohibit extension of water and sewer services -outside <br />of the USA. <br />Future Land Use Element <br />As part of its process,. DCA reviews proposed amendments for <br />consistency with the goals, objectives, and policies of the <br />county's comprehensive plan and identifies any inconsistencies in <br />an ORC Report. Although not identified by staff in the staff <br />report for the transmittal public hearing, Future Land Use Element <br />Policy 6.1 was cited by DCA as prohibiting the extension of water <br />and sewer services outside of the USA. For this reason, DCA has <br />determined that, to allow the extension of water and sewer services <br />outside of the USA, Future Land Use Element Policy 6.1 also must be <br />amended. <br />Therefore, DCA's position is that, in their current form, the <br />proposed amendments to the Potable Water and Sanitary Sewer Sub - <br />Elements are inconsistent with Future Land Use Element Policy 6.1. <br />This inconsistency was the basis of an objection to the proposed <br />amendment. <br />To address this inconsistency, DCA has suggested revisions to <br />Future Land Use Element Policy 6.1 (see attachment 3). The <br />revisions proposed by DCA would expressly allow extension of water <br />and sewer service outside of the.USA under the same conditions as <br />those specified in Potable Water Sub -Element Policy 5.9 and <br />Sanitary Sewer Sub -Element Policy 5.9. These additions have been <br />added to the proposed amendment and will be discussed in greater <br />detail in the analysis portion of this staff report. <br />Capital Improvements Element <br />As part of the Capital Improvements Element (CIE) of the <br />comprehensive plan, the county adopted a Capital Improvements <br />Program (CIP). As amended, the CIP now addresses the 1992-1997 <br />period. Since it is already 1994, the county must revise its CIP <br />to reflect the appropriate time period. <br />While some of the improvements identified and budgeted in the <br />current CIP have already been accomplished, other improvements need <br />to be re-evaluated in terms of costs, revenues, and prioritization. <br />At the time of plan adoption, it was known that the CIP would <br />become outdated each year; therefore, one of the policies of the <br />CIE (policy 1.1), as adopted, requires annual evaluation and update <br />of the CIP. Also, state regulations mandate that the CIE be <br />amended if conditions change to warrant it. <br />The CIP is an important part of the Capital Improvements Element. <br />Since the CIP incorporates improvements reflected in other plan <br />elements, and estimates and projections reflected in other portions <br />of the Capital Improvements Element, revisions to the CIP require <br />amendment to the CIE as a whole: The Capital ImprovdMents Element, <br />as proposed for revision, is on file at the Board office. <br />86 <br />M M _ <br />I <br />
