Mr. <br />Workman advised the Board that his mother is mentally unstable, and <br />he is attempting to have her institutionalized under the Baker Act. <br />Meanwhile, he hoped to reach an agreement with the County regarding <br />repayment of the liens before he leaves for Korea in 30 days. <br />Administrator Chandler reported that the County removed a <br />large amount of trash from the property in 1989 and again in 1992. <br />Solid Waste Disposal District (SWDD) staff offered to place a <br />dumpster on Ms. Workman's property, but she did not accept that <br />offer. Some of the people in the community tried to help clean up <br />her property, but she was uncooperative. The liens represent the <br />actual cost to the County of disposing of the trash. The County <br />contacted some recyclers, but the recyclers indicated that it was <br />not feasible to separate the recyclable materials from the other <br />trash. Administrator Chandler commented that additional trash has <br />accumulated on the property since the 40 truckloads were removed in <br />1992. <br />Mr. Workman related that he is in the process of having the <br />trash removed from the property. <br />Commissioner Bird felt that the Board should not set a <br />precedent by forgiving the entire lien, but he asked whether the <br />Board has the authority to reduce or waive the. interest charges if <br />a payment plan can be worked out. <br />Attorney-Vitunac advised that the Board has the authority to <br />take whatever action is deemed appropriate. <br />Chairman Tippin wondered why Mr. Workman's sisters who live in <br />this area did not attempt to resolve the situation. He commented <br />that he drove by the subject property several times, and that he <br />never saw so much debris on one piece of property except at the <br />landfill. <br />Mr. Workman explained that his sisters are older and not <br />capable of helping. <br />MOTION WAS MADE by Commissioner Macht, SECONDED by <br />Commissioner Eggert, to authorize staff to meet with <br />the Workman family members and develop a tentative _ <br />agreement for the Board's approval. <br />Under discussion, Commissioner Eggert asked whether the Board <br />wanted to forgive the interest owed. <br />COMMISSIONER MACHT AMENDED HIS MOTION TO INCLUDE FORGIVENESS OF <br />INTEREST OWED. <br />8 <br />
