UW -94 -01 -DS <br />BACKGROUND <br />On September 7, 1993, the Board of County Commissioners approved <br />acquisition of the GDU Vero Beach Highlands/Vero Shores utility system. <br />The above development includes 753 of the Vero Highlands lots which are <br />without water service. There are 691 parcel I.D. numbers which include <br />an undeveloped 16.55 acre parcel north of the elementary.school on the <br />east side of 6th Avenue, SW and two large acreage parcels on the west <br />side of 20th Avenue between 17th Place SW and 21st Street SW. <br />ANALYSIS <br />The areas to be served include: <br />---------------------------------------------------------------------- <br />Unit 2 Portions of Block 19 and 27 --Sunset Drive SW, 18th Place SW, <br />to just north of 21st Street SW <br />Unit 3 All or portions of 17th Street SW to 19th Street SW. Blocks <br />72 through 78, between 6th and 8th Avenues SW <br />Unit 4 All or portions of Blocks 139 through 156 --17th Street SW to <br />21st Street SW --12th Avenue SW to 20th Avenue SW <br />Unit 5 All or portions of Blocks 79 through 90 --17th Street SW to <br />19th Street SW --8th Avenue -SW to 12th Avenue SW <br />Typical lot sizes in this project average .23 acre. Lots in this <br />project are substandard or "undersized," according to Indian River <br />County's Comprehensive Plan and the County Public Health Unit, Division <br />of Environmental Health, which require that new lots utilizing well and <br />septic systems be a minimum of one-half acre. Lots not meeting these <br />minimum standards are called "undersized lots." - <br />The attached map displays the area to benefit from the assessment <br />project. This project is to be paid through the assessment of property <br />owners along the proposed water line route. In the interim, financing <br />will be through the use of -impact fee funds. <br />Engineering design services for this project will be by the <br />Department of Utility Services staff. <br />---------------------------------------------------------------------- <br />36 <br />
