required by the LDRs, and none are proposed. The traffic <br />circulation plan has been reviewed and approved by the County <br />Traffic Engineering Division, subject to the previously <br />described 12th Street paving condition for Phase II. <br />6. Stormwater Management: The conceptual stormwater management <br />plan has been approved by the Public Works Department. The <br />applicant must obtain Type "A" and "B" stormwater permits as <br />part of the project land development permit review and <br />approval process. <br />7. Thoroughfare Plan: Both 8th Street and 90th Avenue are listed <br />as collectors on the County's Thoroughfare Plan, and require <br />80' of right-of-way. Presently, 60' of right-of-way exists <br />for 8th Street, and the applicant has depicted an additional <br />20' for future acquisition by the county to accommodate the <br />required 801. There is 65' of right-of-way existing for 90th <br />Avenue, and the applicant has depicted an additional 15' of <br />right-of-way to be acquired by the county to accommodate the <br />required 801. No additional right-of-way for 12th Street is <br />required from the project site since a drainage district canal <br />is located between the site and 12th Street. Thus, the <br />proposed plan accommodates all necessary future right-of-way <br />for abutting Thoroughfare Plan roads. <br />8. Environmental Issues: <br />•Upland Habitat <br />Since the subject property is greater than 5 acres in size, <br />the project is required to provide for the preservation of on- <br />site upland habitat areas, pursuant to the provisions of <br />Section 929.05. The applicant has acknowledged these <br />requirements and has made provisions on the preliminary PD <br />plat that address these requirements. The project will <br />preserve 3.2 acres and 1.2 acres of native uplands in Phases <br />I and II, respectively. The areas will be preserved through <br />conservation easements established via the final.plat. These <br />proposed preservation areas exceed the requirement to preserve <br />15% of the existing native uplands. <br />•Wetlands <br />There are 14.09 acres of existing wetlands on the site. The <br />applicant proposes to fill 1.47 acres of wetlands through the <br />course of the development, and to create 2.29 acres of <br />wetlands. This will result in 15.91 acres of wetlands overall <br />on the project site at the conclusion of the project. The <br />applicant will also enhance and protect 13.62 acres of <br />existing wetlands by restoring the wetland hydFp-Oeriod and by <br />placing all of the wetlands in a conservation easement. These <br />provisions meet the county's wetland mitigation requirements. <br />A final mitigation plan will be reviewed and approved in <br />coordination with jurisdictional environmental agencies, <br />through the county wetland resource permit process. Prior to <br />the issuance of a land development permit, the applicant will <br />need to obtain a wetland resource permit for the project. <br />9. Required Improvements: For the subject property's <br />corresponding RS -3 and RM -6 zoning districts, bikeways <br />sidewalks, and streetlights may -be required improvements <br />[911.07(6) & 911.08(6)].
