APP 26 1994 BooK 9 2 Ft,U F `�70 <br />a. Bikeways: The project is not required to provide a <br />bikeway by the county's bikeway/sidewalk plan. <br />b. Sidewalks - On-site: The project is required to provide <br />for some type of internal pedestrian circulation system <br />[915.17(3)(B)6]. The applicant has noted that this <br />requirement will be satisfied by utilization of the <br />project's internal street system, and by paths proposed <br />to run throughout the project's open space areas. Staff <br />concurs that providing these facilities will satisfy the <br />internal pedestrian circulation requirements. <br />Sidewalks - Off-site: The project is required to provide <br />a 5' public sidewalk along its Thoroughfare Plan <br />designated roadway frontages for 8th Street and 90th <br />Avenue as required by the county's Bikeway/ Sidewalk Plan <br />and LDR sections 913.09(5)(C)*1.A and 915.17(3)(8)6. <br />These sidewalk improvements are depicted on the plans. <br />c. Streetlights: The project is required to provide <br />internal and external_(e.g. entrance road ihtersection) <br />streetlighting. The applicant has acknowledged this <br />requirement. The streetlight locations will be required <br />to be depicted on the land development permit plans, and <br />the streetlights will need to be maintained by the <br />property owners' association. <br />10. Buffers and Setbacks: All planned developments are required <br />to provide a 25' perimeter setback; the required setback is <br />depicted on the proposed preliminary PD plat. Pursuant to the <br />compatibility standard in section 915.16, there is no specific <br />buffer requirement for this project. It is staff's opinion, <br />however,that either a 6' opaque feature or Type "D" buffer <br />needs to be provided as a buffer for properties adjacent to <br />the proposed lots in Block A and H (southeast and northwest <br />Project area perimeter). <br />Via the design of the project, the applicant is creating a <br />double_ frontage lot situation for proposed lots along 8th <br />Street and 90th Avenue. Such double frontage lot situations <br />require buffering pursuant to LDR section 913.09(3)(c)5. The <br />applicant is proposing a Type "B" buffer along the project's <br />90th Avenue and 8th Street frontages; this will meet the <br />double frontage buffer requirement. <br />11. Dedications: The applicant intends to dedicate subdivision <br />improvements at the time of final plat, as follows: <br />1. Streets & Rights -of -Way: Private/Property Owners' <br />Association <br />2. Utility Easements: Public/Indian River County. <br />3. Stormwater Management: Private/Property Owners' <br />Association <br />4. Landscaping Easement: Private/Property Owners <br />Association <br />5, Streetlighting: Private/Property Owners' Association <br />6. Conservation Areas: Public & Private/Indian River <br />County, Property Owners' Association, St. Johns River <br />Water Management Control District <br />18 <br />
