gym, 92 F,* 272 <br />The applicant has also requested that the minimum 100' tangent <br />at intersections be reduced, that the minimum design speed for <br />roads over 1,000 lineal feet be reduced from 30 mph to 20 mph, <br />and that the minimum design speed for roads less than 1,000 <br />lineal feet be reduced from 20 mph to 15 mph. Given the <br />design and layout of the project, the overall project density, <br />and the environmental site constraints, the county engineering <br />division has no objections to the requested reductions in <br />these standards. <br />14. Concurrency: The Long Range Planning staff has indicated that <br />a conditional concurrency certificate has been issued for the <br />project. Thus, all concurrency requirements related to <br />preliminary PD plan approval are satisfied. <br />15. Surrounding Land Use & Zoning: <br />North: Vacant, 12th Street, Residential Mobile Home <br />Park/A-1, RMH-8 <br />South: Vacant, 8th Street/RS-3 <br />East: Vacant, Residential/A-1 - <br />West: Vacant, 90th Avenue, Residential/A-1 <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that --the Board of <br />County Commissioners: <br />1. Grant approval of the planned development special exception <br />use request for Glendale Oaks with the following conditions: <br />a. That the applicant be -required to use street numbers that <br />conform to Chapter 951 standards. <br />b. That the applicant shall grant the native upland <br />conservation easements via the final plat as depicted on <br />tile` approved preliminary PD plan/plat. <br />c. That prior to the issuance of a land development permit, <br />the applicant shall obtain a wetlands resource permit. <br />d. That a 6' opaque feature or Type "D" buffer be <br />constructed as a required subdivision improvement where <br />the proposed lots abut the project perimeter (proposed <br />Block A Lots 5-18, Block H lots 1-20). <br />e. That prior to connecting Phase II to 12th Street, 12th <br />Street be paved from the project entrance to 90th Avenue. <br />2. Grant the planned development waivers as listed in item 13 -of <br />the staff report. <br />W <br />
