a small amount of the traffic generated by the project will use and <br />impact this roadway segment. <br />Council staff's concerns surfaced during its re -review of the 1993 <br />traffic study (which was prompted by this NOPC request). If <br />traffic volume growth rates for the segment are higher than <br />estimated in the traffic study as recent county traffic count data <br />for the 1994 peak season seem to suggest, then future level of <br />service problems could develop. To ensure that such problems do <br />not develop, Regional Planning Council staff has recommended that _ <br />the county closely monitor this segment. Although the project <br />traffic analysis shows that some project traffic will impact the <br />segment, the Regional Planning Council did not recommend that a <br />monitoring condition be attached to approval of this request. <br />However, county traffic engineering staff has reviewed the traffic <br />study and related materials and recommends that a monitoring <br />condition be attached to approval of the request (see attachment <br />#4). <br />Such a monitoring condition would be similar to certain monitoring <br />conditions contained in the Grand Harbor D.O., and would require <br />the developer to annually monitor the level of service of US 1 <br />between 4th Street and Oslo Road. According to the condition, if <br />level of service problems are discovered, then no further project <br />building permits will be issued until improvements to correct the <br />level of service problem have been programmed for construction. <br />The Rimley Horn & Associates project traffic engineer has stated <br />that he has no objection to this monitoring condition. <br />*Approval of Request <br />To approve the request, the Board of County Commissioners will need <br />to adopt a resolution that approves the request, amends the D.O. <br />traffic conditions as requested, and adds any special conditions of <br />approval. With the monitoring condition described above, it is <br />staff's position that the requested modifications to D.O. traffic <br />conditions are reasonable and should be approved. Therefore, the <br />resolution proposed by staff (see attachment #6) approves the <br />requested traffic condition modifications and adds the special <br />monitoring condition recommended by county traffic engineering. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners: <br />1. Determine that the request does not constitute a substantial <br />deviation; and <br />2. Adopt the attached resolution approving the NOPC request to <br />modify certain D.O. traffic conditions, as contained in the <br />NOPC application materials, and adding the monitoring <br />condition as recommended by county traffic engineering. <br />MAY 24� 41 KKK �4 r�r 486 <br />I <br />
