For operating cost grants, a <br />While only public agencies may be designated recipients and apply <br />for Section 9 funds, a private provider may receive Section 9 funds <br />through a designated recipient which applies for funds on behalf of <br />the private provider. Consistent with this allowance, the Indian <br />River Council On Aging has prepared a Section 9 Grant application <br />and is now requesting that the Board of County Commissioners apply <br />for Section 9 funds as a designated recipient on behalf of the <br />Council On Aging. <br />The Council On Aging is requesting a $150,000 Section 9 grant, and <br />proposes to match that with $150,000 of the County's annual <br />contribution to the Council On Aging. No additional county funds <br />are requested or needed. A copy of excerpts from the application <br />is attached. The complete application is on file in the Board <br />office. <br />As proposed, the Council on Aging will use 'the entire $300,000 <br />(grant and match) to fund its Community Coach and para -transit <br />service. These funds will replace a private grant that has <br />supported the Community Coach since its inception; the funds will <br />also supplement transportation disadvantaged funding. The proposed <br />grant would be for one year, beginning in October, 1994. <br />Applications may be submitted annually thereafter. <br />ANALYSIS: <br />According to Section 9 grant application requirements, a designated <br />recipient must hold a public hearing to obtain the views of <br />citizens on the proposed grant application. In keeping with that <br />requirement, staff has published a notice of this meeting and has <br />scheduled this item as a public hearing. <br />If approved by the Board of County Commissioners, the application <br />will then be reviewed by the MPO Technical Advisory Committee, the <br />MPO, FDOT District 4, FDOT Central Office, and the Federal Transit <br />Administration. The MPO has included the proposed $150,000 in <br />Section 9 funds as well as the local match in its FY 94/95 - 98/99 <br />Transportation Improvement Program (TIP), a necessary prerequisite <br />for submittal of a Section 9 application. <br />The proposed -application will not cost the county any more money <br />than it has provided the Council On Aging in the past. In fact, <br />this grant will allow the Council On Aging to leverage county funds <br />to provide more transportation services to the county's residents. <br />By so doing, the Council will be meeting an identified need within <br />the County. <br />To apply for Section 9 funds, the Board of County Commissioners <br />must adopt the attached resolution and authorize the chairman to <br />execute necessary self -certifications and standard assurances. <br />Copies of these are attached to this agenda item. All have been <br />reviewed and approved by the County Attorney's Office. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners adopt the <br />attached resolution authorizing the filing of the Section 9 grant <br />application. Staff also recommends that the Board authorize the <br />chairman to execute the necessary self certifications and standard <br />assurances required by the Section 9 program. <br />72 <br />
