JUN x,41994 <br />BOOK 61 d <br />Commissioners is now to consider the application for special <br />exception use and grant approval, approval with conditions, or deny <br />the requested special exception use. Pursuant to section 971.05 of <br />the land development regulations (LDRs), the Board of County <br />Commissioners is to consider the appropriateness of the request for <br />the subject site and the surrounding area. The county may attach <br />any conditions and safeguards necessary to mitigate impacts and to <br />ensure compatibility of the use to the surrounding area. <br />ANALYSIS: <br />1. Zoning Classification: RS -6, Residential Single -Family (up to <br />6 units per acre) <br />2. Land Use Designation: L-2, Low Density (up to 6 units per <br />acre) _ <br />3. Surrounding Land Use and Zoning: <br />North: 8th Street, Residences/RS-6 <br />South: Residences/RS-6 <br />East: 20th Avenue, Church, Child Care/RS-6 <br />West: Residences%RS-6 <br />4. Total Parcel Size: ±8.36 acres <br />5. Area of Development: 12,956 sq. ft. <br />6. Total Building Area: <br />Existing: <br />161,530 <br />sq. -ft. <br />Net Increase: <br />1,045 <br />sq. <br />ft. <br />Total: <br />171575 <br />sq. <br />ft. <br />Note: The existing building includes area for church uses and <br />area -for child care uses. An existing porte-cochere will be <br />demolished to make room for the proposed addition. <br />7. Traffic Circulation: Presently, the site has two access <br />points onto 20th Avenue. The existing northernmost access <br />point is within 100 lineal feet of the intersection of 8th <br />Street and 20th Avenue, and will be closed as part of the <br />proposed project. The proposed site plan provides an entry <br />only access to the site from 8th Street which will connect to <br />the southernmost driveway on 20th Avenue. By doing so, the <br />drop-off area for the child care facility and the church will <br />be restricted to a one-way drop-off/pick-up circulation plan <br />with vehicles entering from 8th Street and exiting onto 20th <br />Avenue. The traffic circulation plan, which includes portions <br />of existing parking lot driving aisles and the proposed 8th <br />Street access, has been approved by the county Traffic <br />Engineering Division. <br />% M W <br />
