Off -Street Parking: Required: 15 spaces <br />Proposed: 15 spaces <br />Note: The total number of spaces required for the child care <br />use and fo_r the church use are satisfied on site. Some <br />existing, excess parking spaces previously approved and <br />installed for the church use, are being used to -'satisfy the <br />child care facility parking requirements. Parkin <br />requirements for child care facilities are based upon the <br />number of teachers and staff. Since the applicant has <br />committed in its application not to exceed the existing 10 <br />teachers and staff now involved with child care operations, no <br />increase in parking spaces is required. <br />11. Stormwater Management: The stormwater management plan has <br />been approved by the Public Works Department, with a condition <br />that the applicant make minor revisions to design of the 8th <br />Street driveway canal crossover in a manner acceptable to <br />Public Works. <br />12. Utilities: The site is currently serviced with county potable <br />water. County wastewater services are not available to the <br />site at this time. To ensure future connection to wastewater <br />services, the applicant has executed a developer's agreement <br />with the County Utility Services. <br />13. Health A Rehabilitative Services (HRS): The Indian River <br />County Environmental Health Unit has required that the <br />capacity of the on-site septic system be increased. The <br />applicant must therefore obtain applicable HRS permits, and <br />install the appropriate size septic system. The Environmental <br />Health Services Unit has no objection to special _exception use <br />approval, and has conducted a preliminary review of the child <br />care facility proposed septic system. <br />14. Special Land Use Criteria: The application must satisfy the <br />following specific land use criteria which apply to a child <br />day care facilities in the RS -6 zoning district: _ <br />a. The site shall be located on a paved road with sufficient <br />width to accommodate pedestrian and vehicular traffic <br />generated by the use. The facility shall be located near <br />thorofxghfares, as designated in the county's major <br />thoroughfare plan, so.. -as to discourage traffic along <br />residential streets in the immediate area. <br />b. Special passenger loading and unloading facilities shall <br />be provided on the same site for vehicles to pick up or <br />deliver clientele. Such facilities shall include <br />driveways that do not require -any-back-up movements by <br />vehicles to enter or exit the premises. <br />C.
