lop <br />APPROVAL OF STATEWIDE MUTUAL AID AGREEMENT FOR CATASTROPHIC <br />DISASTER RESPONSE AND RECOVERY <br />The Board reviewed memo from Emergency Services Director Doug <br />Wright dated May 22, 1994: <br />TO: honorable -Board of County Commissioners <br />THROUGH: Jim Chandler, ounty Administrator <br />FROM: Doug=W'ight�, Director <br />Emergency Services <br />DATE: May 22, 1994 <br />SUBJECT: APPROVAL OF A STATEWIDE MUTUAL AID AGREEMENT FOR <br />CATASTROPHIC DISASTER RESPONSE AND RECOVERY <br />It is respectfully requested -that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />During late 1991, staff from --the Department of Emergency Services <br />began communicating with the neighboring counties to formally' <br />update and execute Inter -local Mutual Aid Agreements.. The purpose <br />of these agreements- were to provide fire and rescue services, <br />emergency medical treatment, and emergency management services for <br />the health, safety, and welfare of our respective citizens. By <br />Spring of 1992, the Board of County Commissioners had executed <br />formal agreements with each of our contiguous counties. It is <br />mutually understood in the Inter -local Mutual Aid Agreements that <br />no reimbursement for any costs shall be required of the other party <br />in the performance of mutual aid duties. <br />The Department of Emergency Servides is now presenting a Statewide <br />Mutual Aid Agreement For Catastrophic Disaster Response and <br />Recovery from emergencies too extensive to be dealt with by local <br />or area resources. The Board will note that each municipality <br />within the County may participate in the statewide plan if they <br />deem it appropriate. If approved by the Board, staff will <br />communicate with each municipality to provide information and a <br />decision regarding participation. <br />ALTERNATIVES AND ANALYSIS: <br />The Florida Division of Emergency Management has requested that <br />each county and municipality consder.participation in a state-wide <br />mutual aid agreement. The purpose of this agreement is to provide <br />a mechanism to expedite the assistance of other public agencies in <br />response to catastrophic man-made and natural disasters. This <br />agreement also -expedites the reimbursement process required to <br />receive state and federal financial assistance during the recovery <br />from such an event. <br />Staff feels that the issues relating to the method of requesting <br />assistance, liability, costs, and coordination have been adequately <br />addressed in the Statewide Mutual Aid Agreement and requests Board <br />approval. <br />31 <br />JUN 141994 MR ? - FACUE 6,30 <br />
