He contended <br />that the design engineers were not aware that stabilizing rock <br />would be necessary, and therefore it is reasonable that a <br />contractor would not know that rock was needed. <br />Commissioner Adams asked why the engineers were not aware of <br />the steeper slope and the need for rock. <br />County Engineer Roger Cain explained that the steeper slope <br />was required by the Indian River Farms Water Control District and <br />because the soil was disturbed in the process of construction. <br />Discussion ensued, and the Board members agreed that the <br />County received extra materials and work. <br />COMMISSIONERS MACHT AND ADAMS WITHDREW THIIR MOTION <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />Change Order 2 to the contract with Murphy <br />Construction Company, Inc., authorized payment of an <br />additional $5,092.36, and approved the final pay <br />request. <br />PARTIAL RELEASE OF RETAINAGE - ENGINEERING SERVICES SANDRIDGE GOLF <br />COURSE <br />The Board reviewed memo from Capital Projects Manager Terry <br />Thompson dated June 7, 1994: <br />38 <br />
