CHANDLER <br />COUNTY ADMINISTRATO - <br />FROM: TERRANCE G. PINT <br />DIRECTOR OF UTI SERVICES <br />PREPARED WILLIAM F. I <br />AND STAFFED CAPITAL P ENGINEER <br />BY: DEPAR UTILITY SERVICES <br />SUBJECT: DURRANCE AND MASSEY ROAD <br />SEWER ASSESSMENT PROJECT SURVEY SERVICES <br />INDIAN RIVER COUNTY PROJECT NO. IIS -92 -38 -CS <br />On May 11, 1993, the Indian River County Board of County Commissioners <br />approved a contract with Marshall; McCully and Associates to design, <br />permit and inspect the construction of the above -referenced project. <br />In that agenda item, we proposed two alternatives: 1) Proceeding with <br />the entire project as an assessment -or 2) Proceeding with a developer's <br />agreement with Ms. Debbie Barns for sewer service to her -lot within the <br />Durrance Subdivision. (See attached copy of agenda item) We intended <br />to utilize a combination of County aerial photos, tax -maps, and plats, <br />with perhaps one day of actual survey work jointly between the County <br />and Marshall,_ McCully and Associates to design this project. This <br />approach was utilized in an effort to keep project costs to a minimum, <br />in an already high assessment project. As a result of the preliminary <br />engineering, many errors, omissions, and inconsistencies have been <br />discovered in plats, surveys, etc., relative to- actual road, canal and <br />property lines in the project area. The project Engineer, the County <br />surveyor, and I have generated a scope of services for the necessitated <br />survey work (see attached). - <br />ANALYSIS <br />As a result of the extensive scope of services, it was determined that <br />the cost of the survey and easement work would well exceed $10,000.00. <br />We proceeded to negotiate a contract with Masteller, Moler, and Reed, <br />Inc. The negotiated contract (in the amount of $14,200.00) is <br />attached. This additional work will increase the project assessment by <br />approximately 7%. We arrived at a preliminary assessment square <br />footage of 1,562,569 (this is without a survey), which equates to a <br />cost per square foot of $0.1462. On. an average 1/2 -acre lot, that <br />would be an estimated assessment cost of $3,195.12. <br />Additional costs associated with the individual <br />connection would be the $2,551.00 impact fee <br />head pumping system estimated at ± $3,000.00. <br />42 <br />property at the time of <br />and the cost of the low <br />
