dALXSIS <br />-As a result of the Board of County Commissioners' inquiries regarding <br />the proposed operator training, the item was tabled for further price <br />comparative research and justification: We have completed our <br />investigation and have summarized. our responses on the attached memo <br />dated June 2, 1994. The proposed training, if purchased from outside <br />institutions, will cost approximately $75,000.00. <br />Should the -Board wish to approve -the work authorization without the <br />proposed operator training, the fee would be $33,100.00." <br />RECONIlKENDATION <br />The staff of the Department of Utility Services recommends approval of <br />the work authorization as presented in the amount of $59,352.00. <br />Director Pinto emphasized that it is imperative to have plant <br />operators who can spot potential problems before they happen <br />because we are now using our effluent in public access areas. We <br />do not have the luxury of having a problem happen and fixing it <br />later. Director Pinto recommended that the Board approve the work <br />authorization and proposed operator training course. However, if <br />the Board is opposed to approving the training course, he <br />recommended approval of the work authorization under the continuing <br />services contract. <br />Commissioner Adams was not comfortable with the cost and time <br />involved, and she was concerned about the engineering firm <br />producing the training course. She preferred more research to see <br />what options are available. <br />Capital Projects Engineer Bill McCain explained that this was <br />not a recommendation of the engineering firm. The Utilities <br />Department requested the engineering firm to design a training <br />program for our plant operators because our wastewater <br />superintendent tried in vain for several years to find this type of <br />training. The recommended program is the result of analyzing and <br />evaluating the means to train our plant operators at the lowest <br />cost. <br />Commissioner Bird stated that if we are convinced that we need <br />this training in order to have reliable plant operators, he would <br />rely on staff's recommendation. <br />Utility Services Director Terry Pinto pointed out that part of <br />the program involves the instructor conducting the courses at our <br />facility, going into depth about our plant operation specifically, <br />rather than sending the operators to a school that teaches about <br />all types of operations. <br />Commissioner Bird thought it makes sense to have the designers <br />of our equipment teach the operators. <br />J 45 MR 92 PAGE 644 <br />US <br />
