Right -Of -Way Acquisition - Oslo Road/Old Dixie Highway - Phillip <br />and Patsy Helseth Parcel #126 and William and Janet Helseth <br />Parcel #125 <br />The Board reviewed the following memo dated June 6, 1994: <br />TOT James E. Finney, SRA <br />County Right -of -Way Agent CONSENT AGENDA <br />SUBJECT: Purchase Authorization; Oslo Road/Old Dixie Right -of -Way <br />Acquisition, Phillip and Patsy Helseth, Parcel #126 and <br />William and Janet Helseth, Parcel #125 <br />DATE: June 6, 1994 <br />DESCRIPTION AND CONDITIONS <br />Two additional right-of-way parcels are needed from the Helseth <br />family to improve the Oslo Road widening project further to the <br />west. The county offered to purchase the RS -6 zoned parcels at <br />the $1.63 per square foot at the appraised value of adjoining <br />properties. No specific appraisals were obtained for these <br />parcels, since. appraisals were performed on neighboring parcels <br />and similar zoning appears. The Helseths counteroffered at $2.30 <br />per square foot which was the price they previously sold the <br />county the corner right-of-way parcels. The corner parcels have <br />or are in the process of commercial zoning and therefore the <br />Helseths were asked to reconsider. <br />The Helseths have recently sold RS -6 zoned vacant property <br />abutting the right-of-way parcel for $1.66 per square foot. The <br />Helseths did -reconsider and agreed to sell the needed -right-of- <br />way to the County for $2.00 per square foot. No appreciable <br />improvements are located within the proposed right-of-way <br />parcels;-nor_aze there any attorney fees or appraisal fees. <br />The Helseths have executed the attached contracts for right-of- <br />way parcels #126 and #125 in the amount of $40,400 (.46± acre) <br />and $19,400 (.22± acre), respectively. <br />RECOMMENDATION <br />Staff recommends the Board accept the'$40,400 and $19,400 for the <br />two contracts which total $59,800. These parcels have 997 total <br />linear feet of frontage on Oslo Road on the north side. <br />FUNDING <br />Funding is available in Traffic Impact Fee District 6 -. Account <br />No. 101-156-541-067.43. <br />8 <br />
