1. A plat in conformance with the approved preliminary PRD plat; <br />2. A certified engineer's cost estimate for the cost of the <br />remaining required improvements; <br />3. A contract for construction of the remaining required <br />improvements; <br />4. A cash deposit and escrow agreement, acceptable to the County <br />Attorney's Office, to guarantee completion of the remaining <br />required improvements. <br />ANALYSIS: <br />The applicant has constructed a majority of the required <br />subdivision improvements (including all required utility <br />improvements) which the Public Works and Department of Utility <br />Services departments have inspected and approved. The applicant <br />will be bonding -out for the construction of the remaining required <br />improvements. The public works department has reviewed and <br />approved the engineer's certified cost estimate and corresponding <br />cash deposit and escrow agreement. The county attorney's office <br />has also reviewed and approved the submitted contract for <br />construction and cash deposit and escrow agreement. It should be <br />noted that all improvements within Copelands West will be private, <br />with the exception of certain utilities facilities that will be <br />dedicated to Indian River County and will be warranted by the <br />Utility Services Department's "Bill of Sale" procedures. <br />RECOMMENDATION: <br />Staff recommends that the Board'of County Commissioners: <br />1. Grant final plat approval for Copelands Landing West PRD. <br />2.
