Is Request for Major Site Plan and <br />Special Exception Use Approval to Construct an Adult <br />Congregate Living Facility (21 or more residents) <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of July 5, 1994. <br />DESCRIPTION AND CONDITIONS: <br />James W. Young & Associates, Inc., on behalf of Sylvestro & Sons, <br />Inc., has submitted a request for major site plan approval and <br />special exception use approval to construct an adult congregate <br />living facility to serve elderly clients. The subject site is <br />located at 965 Old Dixie Highway S.W., and is zoned CG (General <br />Commercial). <br />This site plan application proposes the conversion/alteration of an <br />existing single family residence, in conjunction with the <br />construction of a building addition, to establish an adult <br />congregate living facility. The applicant proposes a 21 bed <br />facility with no resident attendant. This is equivalent to an <br />adult congregate living facility, 'as defined by county land <br />development regulations. • As of this date, the applicant has <br />applied for, but has not received, applicable HRS permits for this <br />type of project. <br />At its May 26, 1994 meeting, the Planning and Zoning Commission <br />voted unanimously to approve the major site plan application <br />subject to Board of County Commissioners approval of the special <br />exception use request. The Commission also recommended that the <br />BoArd of County Commissioners approve the special exception use <br />request, as recommended at the end of this report. Pursuant to <br />section 971.05 of the LDRs, the Board of County Commissioners is <br />now to consider the appropriateness of the requested use based on <br />the submitted site plan and suitability of the site for that use. <br />The Board may approve, approve with conditions or deny the special <br />exception use request. The County may attach any conditions and <br />safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area. <br />12 <br />
