Environmental Issues: Environmental planning staff has <br />determined that there are no environmental issues relevant to <br />this application. <br />15. County Health & Rehabilitative Services (HRS): The <br />Environmental Health Services Unit for the county has no <br />objection to' the proposed site plan application or the special <br />exception use approvals, provided the designs for food <br />preparation areas, and on-site septic systems comply with HRS <br />standards. <br />16. Dedications and Improvements: A sidewalk is required along <br />the site's Old Dixie Highway frontage. Ordinarily, it is the <br />developer's obligation to construct or escrow for the required <br />sidewalk segments, pursuant to LMR section 914.15(6). In this <br />case, funding .for the sidewalk is part of the County's Capital <br />Improvement Plan for improvements at Old Dixie Highway and <br />Oslo Road. Therefore, the county is guaranteeing construction <br />of the required sidewalk. <br />Public Works staff has indicated that right-of-way along the <br />site's Old Dixie frontage has been acquired and meets the <br />Thoroughfare Plan requirement. Therefore, no additional <br />right-of-way is needed from this site. <br />17. Specific Land Use Criteria: The applicant must satisfy all <br />applicable criteria for an adult congregate living facility <br />for 21 or more residents-. The group home specific land use <br />criteria are as follows: <br />(d) Criteria for group homes: Levels I. II, and III, <br />residential centers, and adult congregate living <br />facilities. Group homes shall be distinguished by their <br />resident capacity as follows: <br />1. Level I group home or ACLF, up to eight (8) <br />residents including caretaker(s) per shift); <br />2. Level II group home or ACLF, .up to twelve (12) <br />residents including caretaker(s) per shift; <br />3. Level III group home or ACLF, up to twenty (20) <br />residents including caretaker(s) per shift; and <br />4. Residential centers or ACLF (not Level I, II, or <br />III), twenty-one (21) or more residents including <br />caretaker(s) per shift. <br />(e) Those group homes or ACLFs whose residents are service - <br />dependent persons requiring special protection or <br />custodial care in order to meet their emotional and/or <br />physical needs must meet all licensing requirements from <br />the Department of Health and Rehabilitative Services of <br />the State of Florida. <br />1. The use shall satisfy all applicable regulations of <br />the State of Florida and Indian River County as <br />.currently exist; <br />14 <br />
