Boos 9 2 PAIGE 8 19 <br />residents purchased their property based on Moorings Realty's <br />representation that the site would be developed similarly to the <br />Village Shops. Mr. Winne pointed out that at least one sitting <br />Commissioner back in 1968 recalls clearly that the zoning plan <br />contemplated small, attractive specialty shops to service the <br />immediate area, not a supermarket. He also questioned the need for <br />a supermarket in this location. There are 11 existing supermarkets <br />in Indian River County that are all located on General Commercial <br />sites in large shopping centers and all are on major highways. No <br />other supermarkets are on limited commercial parcels. There are <br />about 37 CL zoned sites in Indian River County, of which the <br />average size is 15 acres. This one is 5.3 acres. Most of the <br />other sites are undeveloped, none are intensively developed, most <br />have no existing abutting residential, and none have high intensity <br />residential on more than one side. There are many reasons why <br />this site doesn't meet the standards of compatibility, some of <br />which are aesthetics, noise, intensified lighting, traffic, odors, <br />rodents, and garbage locations being less than 200 feet from the <br />front doors of homes on Bowline Drive. <br />With regard to the matter of crime, Mr. Winne read aloud a <br />letter received from Sheriff Gary Wheeler dated 5/12/94: <br />04jeriff <br />97FI6E GARY C.
