� ® s <br />REASONS TO DENY SITE PLAN <br />The proposed site plan is out of character and scale with the surrounding residential land uses and it will <br />result in a reduction of property values because of the noise, smell, traffic, intensity of use and lighting <br />generated by the shopping center. The site is to small and the use is to intense to provide adequate buffering <br />for the neighboring homes. <br />IF ANY ONE (1) OF THE REVIEW STANDARDS ABOVE IS NOT <br />MET, THEN YOU HAVE THE AUTHORITY IN THE LDRs TO DENY <br />THE SITE PLAN. <br />Attorney Dill introduced Robert Swarthout, professional city <br />planner, who was sworn in by County Attorney Vitunac. <br />Mr. Swarthout requested that the extensive testimony he made <br />this morning about compatibility be made a part of the record for <br />this evening. <br />Mr. Swarthout briefly addressed the same issues Attorney Dill <br />had reviewed: <br />1) Definitional statement of the CL district. <br />2) Purposes and intent statements. <br />3) Two main driveways are needed based on the traffic <br />analysis. <br />4) A supermarket is not a compatible use. <br />5) Heavy traffic generated by a supermarket. <br />6) The supermarket will serve a broader area than just the <br />South Beach area south to the St. Lucie County line. <br />Mr. Swarthout concluded by emphasizing that there is no <br />question in his mind that a supermarket in this location is not a <br />compatible use, no matter how many buffers, no matter how deep the <br />buffer strips, or how tall the fence. <br />Attorney Dill next introduced Gene Winne, resident of the <br />Moorings, who intended to briefly review some of the issues he <br />addressed in the supermarket vs. grocery store discussion this <br />morning. He referred to the letter he wrote containing the <br />petition signed by over 900 people from the South Beach area who <br />were firmly against a supermarket being built on this site.
