Vero Beach and Indian River County 32964-3381 <br />"Since 1968, preserving, fostering and promoting the beauty, natural resources and <br />good government of Vero Beach and Indian River County." <br />July 12, 1994 <br />The Board of County Commissioners <br />of Indian River County <br />1840 25th Street <br />Vero Beach, Florida 32960 <br />Subject: Moorings Site Plan Appeal by Halvorsen Development Co. <br />Ladies and Gentlemen: <br />The Board of Directors of the Civic Association of Vero Beach <br />and Indian River County, in keeping with its purposes and <br />objectives, "...to preserve, foster, and promote good government, <br />the natural resources and the beauty of Vero Beach and Indian River <br />County," strongly recommends disapproval of the subject appeal for <br />the following reasons: <br />1. Zoning of subject property to commercial restricted was <br />granted in December 1968 as a part of the larger rezoning <br />request by the Moorings Development Company. Those <br />living here at the time noticed this with raised eye- <br />brows, but it was emphatically described as "low-key," <br />for the purpose of providing a modicum of convenience to <br />the residents of the Moorings. <br />2. Proof of this concept. was well expressed by Mr. H. Milton <br />Link, President of the Moorings Development Company when <br />testifying before the Board of County Commissioners on <br />August 19, 1970, to obtain a new waterfront zoning <br />classification to permit waterfront multi -family <br />residences. Excerpts from an article in the Press - <br />Journal dated August 27, 1970 (Enclosure #1) reads as <br />follows: <br />"The contemplated shopping facilities include a <br />gasoline filing station.:to handle both automobile and <br />boat 'traffic, a grocery store, drug and sundry store, <br />restaurant, barber shop and beauty shop, and a few office <br />spaces. <br />"The restaurant will be the key facility. We want <br />the best possible, since it must be good enough,, to <br />attract people from Vero Beach, Ft.
