shield the light source from adjacent properties and vehicles that <br />are on the roadways and any direct glare. <br />Mr. Pelan next addressed Commissioner Adams' questions <br />regarding traffic circulation, noting that the majority of trips <br />will come off of Mooringline Drive. Commissioner Adams felt the <br />entrance sign might be more effective if placed at the southern <br />driveway. She questioned why there isn't an entry or exit off of <br />AlA. <br />Public Works Director Jim Davis explained that the LDRs <br />address driveway connections based on the functional classification <br />of the roadway. If the property borders more than one roadway, <br />that access would be the roadway with the lesser functional <br />classification. In this particular case, AlA is an arterial route <br />and there are connections to the Moorings Development at <br />Mooringline Drive and south at Bowline Drive. Basically, the <br />access would be to the minor roadway and not another access onto <br />AlA, and that is in harmony with the DOT's Access Management <br />Program that was approved by the Legislature. <br />Lengthy discussion ensued regarding the truck access and <br />whether the 25 -ft. width of the driveway off of Mooringline Drive <br />would be sufficient to handle two-way traffic. <br />Attorney Evans introduced Tom Vincent, vice president of <br />Halvorsen Development Corporation, who distributed packets <br />containing the following material.
