Attorney Evans next introduced Kurt Crist, landscape architect <br />from Michael A. Billick, Inc., who addressed the Type C buffer <br />required on Mooringline Drive and the Type B buffer along Bowline <br />Drive. He also elaborated on the vegetation included in the Type <br />C buffer along Windward Way and the right-of-way buffer along AlA. <br />Commissioner Eggert asked what type of trees they have planned <br />for the parking lot, and Mr. Crist advised that they have proposed <br />92 trees, which is more than twice as many as the minimum <br />requirement. They plan to plant cabbage palms, 12 -ft. live oaks <br />and 12 -ft. Washingtonia palms in the parking areas, with Ligustrum <br />trees up next to the building. <br />Commissioners Adams and Eggert preferred to see 14 ft. or 16 <br />ft. trees planted rather than the 12 -ft. trees, and Mr. Crist felt <br />that was a very good suggestion because it would give a couple more <br />years' jump on thais trees. He noted that there will be a regular <br />maintenance program. <br />Attorney Evans next introduced John Atz, registered <br />professional engineer with Kimley-Horn and Associates of Vero <br />Beach. Mr. Atz advised that beginning with the LDRs, he would <br />review the code requirements and some of the methodology and <br />thought that went into the transportation study. He next addressed <br />trip generations for a commercial project. <br />Continuing, Mr. Atz reviewed the traffic circulation of the <br />site, and briefly explained their plans to minimize construction <br />traffic. They intend to approach the DOT with a request for a <br />temporary driveway connection off of AlA to accommodate <br />construction traffic, but he could not guarantee the DOT will <br />permit it. <br />Mr. Atz next addressed the drainage requirements pursuant to <br />the County's requirements as well as those of the St. Johns River <br />Water Management District. <br />Attorney Evans next introduced Henry Skokowski, who basically <br />reviewed the proposed project in context to allow the Board to have <br />a bigger picture of the land use planning and issues. He pointed <br />out that the proposed project falls well within the concept of a <br />neighborhood center. The project is separated by roads from all <br />the abutting neighbors; it does not relate to the front yards of <br />any single family homes. It is well buffered and screened.
