Based on their research, it is his opinion that the <br />properties closest to the proposed shopping center probably would <br />have a decline in value in the range of 10 to 15 percent. He was <br />unable to form a conclusion on other property located within the <br />Moorings. <br />Attorney Ralph Evans interjected a question as to whether Mr. <br />Armfield felt that those same properties might be affected in a <br />positive way, but Mr. Armfield explained that his conclusion was <br />that it would be uncertain; he didn't think he had sufficient <br />reasoning to support either a negative or a positive influence. <br />In response to a question asked by Ron Ferrin, one of the <br />owners of the subject property, Mr. Armfield gave the same answer <br />that he had given to Commissioner Bird earlier. They found no <br />measurable significant difference in the prices of the lots <br />abutting the proposed shopping center property whether they were <br />purchased years ago or more recently. <br />Attorney Warren Dill wished to address several procedural <br />items. He requested that the record for this afternoon's meeting <br />contain the following items: <br />1) All documents that were admitted into the record of the <br />Planning & Zoning Commission Meeting of June 28, 1994. <br />2) <br />Staff's <br />report <br />and <br />attachments <br />for today's <br />meeting. <br />3) <br />Minutes <br />of the <br />P & <br />Z meetings <br />of 5/12 and <br />6/28/94. <br />4) Letters received by the Board from various residents. <br />TO: <br />Board <br />of <br />County <br />Commissioners <br />FROM: <br />Alice <br />E. <br />White, <br />Executive Aide <br />DATE: July 11, 1994 <br />SUBJECT: Correspondence on the Proposed Publix Store at the <br />Moorings Development <br />Due to the restrictions placed on receiving correspondence with <br />respect to cases coming before the County Commission when seated <br />as a quasi-judicial board, we have held the correspondence sent <br />to County Commissioners regarding the proposed Publix store at <br />the Moorings development in our office. <br />Mr. George Shaw and Mr. Walter Bush brought in three stacks of <br />letters and they claim that these total 1200 against the proposed <br />Publix store. Through our office mail, we have received' a total <br />of 64 letters against the store. I do not have the staff or the <br />time to check and see if there are any duplications 'in this <br />correspondence. <br />91 <br />July 12, 1994 <br />
