ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously <br />approved the Contract for Sale and Purchase <br />with David and Princess Feldman, in the amount <br />of $21,063, as recommended by staff. <br />CONTRACT FOR SALE AND PURCHASE WITH APPRAISALS <br />IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />RELOCATION OF THE LAURA RIDING JACKSON HOME TO THE <br />ENVIRONMENTAL LEARNING CENTER SITE <br />Deputy County Attorney Collins reviewed the following memo <br />dated July 13, 1994: <br />TO: The Board of County Commissioners <br />FROM: Lot/ William G. Collins II - Deputy County Attorney <br />DATE: July 13, 1994 <br />SUBJECT: Relocation of the Laura Riding Jackson Home to the <br />Environmental Learning Center Site <br />Greg Smith has requested the opportunity to make a presentation to the <br />Board of County Commissioners with respect to the Laura Riding Jackson <br />home, its historical and cultural significance to Indian River County, and the <br />appropriateness of relocating the Jacksons home to the Environmental Learning <br />Center site. <br />Such a relocation would necessarily have to conform to all county ordinances <br />with respect to moving permits, site plan modification, etc. The <br />Environmental Learning Center, Inc. and the Historic Foundation have been <br />negotiating on their respective responsibilities for approximately one year <br />and are now near agreement. <br />There are certain legal issues with respect to the property which should be <br />understood and agreed to by the parties to the lease prior to- the relocation <br />of the Jackson home to the ELC site. <br />1. The property was deeded by the Board of Trustees of the Internal <br />Improvement Trust Fund to Indian River County for recreational <br />purposes, with a subsequent amendment to allow the property to be <br />used for public educational purposes. <br />2. The 1987 lease between the County and the Pelican Island Audubon <br />Society provides that the property be used exclusively for an <br />environmental learning center and accessory uses thereto. The lease <br />also provides that the property will be used solely for the purpose of <br />maintaining and operating an environmental information center, and that <br />failure to comply would allow the county to declare a default in the <br />lease. <br />1091 9 ,�11 <br />:80% VI <br />July 19, 1994 <br />
