Baa 92 <br />` ' Q <br />3. Pelican Island Audubon Society assigned the lease to the Environmental <br />Learning Center, Inc. in January of 1989 subject to continued <br />operation of the building for the purposes and objectives set out in the <br />bylaws and articles of incorporation of the Environmental Learning <br />Center. _ <br />I think it is important for the County as lessor, PIAS as lessee sand the ELC <br />as assignee to come to an understanding that the term "environmental <br />education" encompasses more than the physical or natural environment, <br />extending to the historical and cultural environment. All parties should <br />understand that the relocation of the historic home of the writer Laura <br />Riding Jackson is not an event of default under the lease, but would be a <br />complimentary accessory educational use of the property. <br />CONCLUSION: <br />If you concur with Mr. Smith on the relocation of the Jackson home to the <br />ELC site, authorize the Chairman to execute in triplicate the attached <br />Addendum of Understanding with respect to the Laura Riding Jackson home. <br />Greg Smith advised the Board that he has been working for over <br />a year to have the Laura Riding Jackson Home moved to the site <br />because of its historical and cultural significance. It is <br />believed that the home, with Cracker architectural features, was <br />built in about 1910 and was lived in by Jackson, a poet of <br />international significance, for over 50 years. The educational and <br />informative significance would be the illustration of a lifestyle <br />that had minimal effect on the environment. Ms. Jackson had lived <br />in the home without electricity or running water and they would <br />demonstrate how usage modifications impacted natural resources. <br />They plan to have a pole barn, a cistern, a non-functional <br />outhouse, and scientific exhibits showing the percolation effects <br />of waste materials. <br />Responding to questions, Mr. Smith stated that there will be <br />some restoration needed for which private fund raising is underway. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously <br />approved the Addendum of Understanding, as set <br />forth in staff's memorandum. <br />ORIGINAL ADDENDUM OF UNDERSTANDING IN ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />110 <br />July 19, 1994 <br />
