palm hammock which supports an endangered "hand adder's tongue <br />fern" colony. <br />Soils on the subject property are generally of the Winder -Riviera - <br />Manatee type which are wet, poorly drained soils. The constraints <br />of building on these soils include the use of fill to change the <br />soil conditions and raise the elevation above the water table and <br />the use of engineering and building techniques to compensate for <br />the wet soils.. <br />Specific identification and protection of isolated and individual <br />resources are addressed in the DRI and will be addressed in more <br />detail in the site plan approval process. <br />An approximately 26.5 acre wetland system exists along much of the <br />subject property's north border. While included in the DRI project <br />area, this wetland slough system is not part of the Plan amendment <br />and rezoning request and will remain residentially designated. <br />Utilities and Services <br />The site is within the Urban Service Area of the county. Water <br />lines extend to the site from the South County Reverse Osmosis <br />Plant. Wastewater lines extend to the site from the West County <br />Wastewater Treatment Plant. <br />Transportation System <br />S.R. 60 forms the southern boundary of the subject property. This <br />roadway is classified as a principal arterial on the future roadway <br />thoroughfare plan map. East of 58th Avenue, S.R. 60 is a six lane <br />road with approximately 100 feet of public road right-of-way. West <br />of 58th Avenue, S.R. 60 is a four lane road with approximately 136 <br />feet of public road right-of-way. The portion of S.R. 60 extending <br />from 58th Avenue to 82nd Avenue is programmed for expansion to six <br />lanes and 200 feet of public road right-of-way by 2010. <br />The segment of 66th Avenue that forms the western boundary of the <br />property is classified as a minor arterial on the future roadway <br />thoroughfare plan map. This roadway becomes Schumann Drive and <br />connects with U.S. #1 in Sebastian. South of S.R. 60, 66th Avenue <br />is unpaved. The segment of 66th Avenue adjacent to the subject <br />property is a two lane road with approximately 50 feet of public <br />road right-of-way. This segment of 66th Avenue is programmed for <br />expansion to four lanes and 80 feet of public road right-of-way by <br />2010. <br />East of the subject property is 58th Avenue. From 9th Street S.W. <br />(Oslo Road) to C.R. 510 (Wabasso Road), south of Sebastian, 58th <br />Avenue is classified as an urban principal arterial on the future <br />roadway thoroughfare plan map. Presently a two lane road with <br />approximately 50 feet of public road right-of-way, this segment of <br />58th Avenue is programmed for expansion to four lanes and 100 feet <br />of public road right-of-way by 2010. <br />Located north of the subject property, 26th Street is a two lane <br />unpaved road with approximately 30 feet of public road right-of-way <br />and is classified as a collector road on the future roadway <br />thoroughfare plan map.
