BOOK <br />- Solid Waste <br />Z PALE 12 6 <br />Solid waste service includes pick-up by private operators and <br />disposal at the county landfill. For a 1,517,175 square foot <br />commercial development on the subject site, solid waste generation <br />will be approximately 15,172 waste generation units (WGU) or 28,766 <br />cubic yards of solid waste/year. A WGU is a waste generation unit <br />measurement equivalent to 1.896 cubic yards of waste/year. <br />While WGU's are units of measurement which can be applied to either <br />commercial or residential uses, WGU's must be considered in terms <br />of residential units in order to correspond to the county's solid <br />waste level of service standards. According to the county's solid <br />waste regulations, each residential unit generates 1.6 WGU/unit. <br />With the county's adopted level of service standard of 2.37 cubic <br />yards/person/year and the county's average of two -persons/unit, <br />each WGU is equivalent to 0.8 people (1.6/2 = 0.8) and 1.896 cubic <br />yards of solid waste/year (0.8 X 2.37). To calculate the total <br />cubic yards of solid waste for the most intense use allowed on the <br />subject property under the proposed land use amendment, staff <br />utilized the following formula: Total number of WGU's X 0.8 X 2.37 <br />(15,172 X 0.8 X 2.37 = 28,766 cubic yards/year). <br />A review of the solid waste capacity for the active segment of the <br />county landfill indicates the availability of more than 900,000 <br />cubic yards. The active segment of the landfill has a 2 year <br />capacity, and the landfill has expansion capacity beyond 2010. <br />Based on staff analysis, it was determined that the county landfill <br />can accommodate the additional solid waste. <br />- Drainage <br />All developments are reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum finished floor elevations. In <br />addition, development proposals must meet the discharge <br />requirements of the county Stormwater Management Ordinance. The <br />subject property is located within the M-1 Drainage Basin and the <br />Indian River Farms Water Control District (IRFWCD). Since the site <br />is located within the IRFWCD, development on the property will be <br />prohibited from discharging any runoff in excess of two inches in <br />a 24 hour period, which is the approved IRFWCD discharge rate. <br />In this case, the minimum floor elevation level of service <br />standards do not apply, since the subject property does not lie <br />within a floodplain. However, both the on-site retention and <br />discharge standards do apply to this request. Under the proposed <br />amendment, the maximum area of impervious surface will be <br />approximately -4,824,500 square feet, or 111 acres. The maximum <br />runoff volume, based on that amount of impervious surface and the <br />25 year/24 hour design storm, will be approximately 4.4 million <br />cubic feet. In order to maintain the county's adopted level of <br />service, the applicant will be required to retain approximately 3.4 <br />million cubic feet of runoff on-site. With the soil <br />characteristics of the subject property, the pre -development runoff <br />rate is estimated to be 88.7 cubic feet/second. <br />Based upon staff's analysis, the drainage level of service <br />standards will be met by limiting off-site discharge to the <br />IRFWCD's maximum .discharge rate of two inches in 24 hours, and <br />requiring retention of 3.4 million cubic feet of runoff for the <br />most intense use of the property. <br />As with all development, a more detailed.review will be conducted <br />during the development approval process. <br />30 <br />July 19, 1994 <br />
