assessment report by the regional planning council of the <br />anticipated regional impacts of the project and recommendations to <br />mitigate any adverse impacts of the project. Supplied to the local <br />government of jurisdiction, this regional assessment report <br />provides a basis for the local government to draft a development <br />order (D.O.) for the project. The D.O. establishes parameters and <br />conditions that govern all subsequent project plans (such as site <br />plans) and development. <br />Overall, the DRI process gives area governments and agencies that <br />do not have jurisdiction over the project a chance to review and <br />comment on the project. The DRI process also provides the State <br />Department of -Community Affairs (DCA), the project applicant, and <br />affected parties an opportunity to appeal any local government <br />actions taken in connection with the application for DRI approval. <br />•Regional Planning Council Review <br />The Treasure Coast Regional Planning Council (T.C.R.P.C.) has <br />coordinated the review of the Indian River Mall project and has <br />submitted, in the form of official recommendations, an assessment <br />of the regional impacts of the project. In coordinating the first <br />part of the DRI review process, the Planning Council followed these <br />general steps: <br />(8/5/93) 1. Pre -application conference with applicant, <br />T.C.R.P.C., county, and other affected agencies and <br />government entities; <br />(12/20/93)2. Formal application for development approval (ADA), <br />including proposals and supporting information; <br />(Jan -Mar) 3. "Sufficiency" review process involving all affected <br />agencies and government entities and their <br />submittal of comments and questions regarding the <br />ADA; <br />(Feb -Apr) 4. Responses from the applicant; <br />(5/02/94)_5. T.C.R.P.C. notification to the County that, by <br />request of the applicant, the sufficiency review <br />process is closed; <br />(6/17/94) 6. T.C.R.P.C. public hearing on the project; approval <br />of a report and recommendations regarding the <br />regional impacts of the project; <br />_ [Note: At its June 17, 1994 meeting, the <br />T.C.R.P.C. recommended that the county -incorporate <br />a number of approval conditions into its D.O. <br />Most of these are included in county staff's <br />proposed D.O.; see attachment V.] <br />(6/24/94) 7. T.C.R.P.C. transmittal of its official report and <br />recommendations to the County. <br />•Local Government Review <br />(6/23/94) 1. [Required by county LDRs] Planning and Zoning <br />Commission consideration of T.C.R.P.C. and County <br />staff recommendations; approval of a recommendation <br />to the Hoard of County Commissioners. <br />[Note: At its meeting of June 23, 1994, the <br />Planning.and Zoning Commission recommended that the <br />43 <br />July 19, 1994 <br />BOOK92 <br />. <br />
