DeBartolo Corporation's Request for Approval of <br />a Development Order for the Indian River Mall (DeBartolo) <br />Development of Regional Impact (DRI) <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of July 19, 1994. <br />DESCRIPTION AND CONDITIONS: <br />*project Proposal, History & DRI Considerations <br />The Edward J. DeBartolo Corporation has applied for approval of a <br />project known as Indian River Mall (see attachment #3). The Indian <br />River Mall is a proposed large commercial development consisting of <br />approximately 1,500,000 square feet of gross building area, to be <br />located on ±164.5 acres between S.R. 60 and 26th Street, east of <br />66th Avenue ( see attachment #1) . Its scale and scope are such that <br />the project requires development of regional impact (DRI) review <br />pursuant to Florida Statutes Chapter 380.06. <br />During 1989 and 1990, the applicant sought DRI approval for <br />essentially the same project (1,100,000 square feet of building <br />area on ±156 acres at the same location). In 1990, however, the <br />applicant withdrew all project -related applications prior to final <br />action by the Board of County Commissioners. It should be noted <br />that the Treasure Coast Regional Planning Council (TCRPC), Planning <br />and Zoning Commission, and county staff had recommended conditional <br />approval of the 1989/90 DRI request. <br />The DRI request now under consideration is a new application, <br />totally distinct from the previous application. I -n conjunction <br />with the present DRI request, the applicant is also seeking a <br />comprehensive plan amendment and rezoning. The Planning and Zoning <br />Commission has already considered these other two requests and has <br />recommended that the Board of County Commissioners approve these <br />requests. The Board of County Commissioners previously reviewed <br />the comprehensive plan amendment request and voted to transmit the <br />request to DCA for its review and comment. The DRI request is to <br />be considered by the Board of County Commissioners in conjunction <br />with the comprehensive plan amendment and rezoning requests. <br />The purpose of the DRI process is to provide a mechanism to review <br />large projects from a regional perspective, culminating in an <br />July 199 1994 <br />42 <br />
