Director Boling pointed out that the developer will be <br />required to dedicate an easement around 26th Street and 66th Avenue <br />for use by the drainage district for maintenance purposes. That <br />provides more easement on the east side of 66nd Avenue and means <br />there will be less right-of-way or easement needed on the west side <br />of 66th Avenue when that roadway is expanded in the future. The <br />developer is also required to pave 26th Street. There have been <br />letters and calls from property owners expressing concern regarding <br />the cost of paving 26th Street. The recommended procedure is for <br />the property owners on the north side of 26th Street to donate <br />right-of-way as their contribution to the project, the County to <br />contribute as normal to petition paving and the developer to <br />contribute actual funds. Property owners were concerned about <br />utilities also, and Director Boling reported that the Utilities <br />Department confirmed that a water line will be installed down 26th <br />Street from 58th Avenue west to Indian River Estates, but property <br />owners will not pay any costs or fees until they actually hook up <br />to the water line. <br />Director Boling distributed revisions to the development <br />order. He explained that the revisions were generated by the <br />Florida Department of Community Affairs within the past'few days <br />and as late as 24 hours before the meeting. Their excuse was that <br />they are in the middle of staff changes and were unable to look at <br />the development order. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Pete Perlick, 5985 23rd Street, Rivera Estates, requested a <br />pedestrian walkway from Rivera Estates Subdivision to the shopping <br />mall. He asked, and Director Boling confirmed that there is one <br />entrance to the mall from 26th Street. <br />Discussion ensued regarding pedestrian access to the mall, and <br />Director Boling indicated on the graphic the present locations of <br />sidewalks and entrances to the mall. <br />Chairman Tippin assured Mr. Perlick that his request is on the <br />record and will be addressed during site planning. <br />William Roolage, 11 Vista Gardens Trail, complained that the <br />public could not follow the presentation because no one was <br />pointing to the maps and graphics during staff's presentation.
