graphics used in presentations. Mr. Koolage was concerned about <br />buffers and barriers and urged the Board to consider those items <br />carefully. He noticed a number of people in the audience and did <br />not know if they all were in favor of the mall, but he stressed <br />that it is the Board's responsibility to inform the public of all <br />details of developments like this and to protect citizens who buy <br />property in or near developments where a property is set aside for <br />commercial use. <br />Edward -Waddell, 6050 26th Street, asked how much property he <br />can expect to lose, because as far as he was concerned the road is <br />wide enough for two-way traffic. <br />Public Works Director Jim Davis explained that the ultimate <br />right-of-way for 26th Street as a secondary collector road on our <br />Thoroughfare Plan is 80 feet. Presently, the right-of-way adjacent <br />to Lateral A Canal is 30 feet. We require 30 feet right-of-way on <br />the north side of 26th Street for this project with the possibility <br />of an additional 20 feet in the future. Initially, we will try to <br />design it within a 60 -foot right-of-way with the exception of the <br />driveway to the project where we need a left turn lane, and that <br />requires 80 feet of right-of-way. <br />Commissioner Bird explained that the road improvement will , <br />require approximately 30 feet on the north side of 26th Street, and <br />that is to create a two-lane paved road with swale ditches for <br />drainage. It will be a normal county road, not a major highway. <br />Commissioner Bird pointed out that the residents on 26th <br />Street need more detailed plans before they can say they are in <br />favor of it or not. He was not convinced that we should not buy <br />the right-of-way rather than requiring the owners to donate it. <br />Director Boling explained that the development order requires <br />26th Street to be paved, and the developer is responsible for that. <br />The developer's agreement will be presented to the Board and the <br />Board can review the alternatives. <br />Chairman Tippin noted that paving 26th Street is on our <br />Thoroughfare Plan regardless of the mall. <br />Mike Keifer, 1943 Charlotte Avenue, also known as 62nd Drive, <br />opposed the project. He would not oppose the mall if it were <br />somewhere else, but it is close to his home, and he offered some <br />suggestions to lessen the impact on the neighborhood. Mr. Keifer <br />circulated photographs to the Board members and described the <br />shoulder on the south side of SR -60 which was not designed to <br />52 <br />July 19, 1994 <br />
