That survey would have to be approved by the <br />county's environmental planning staff. <br />Any jurisdictional wetlands determined to be located on the parcel <br />are protected by federal, state, and county regulations. The <br />county's 10/15% set aside requirement would apply to any native <br />upland plant communities on site. For these reasons, no <br />significant adverse environmental impacts associated with this <br />request are anticipated. <br />Conclusion <br />The requested zoning -is compatible with the surrounding area, <br />consistent with the comprehensive plan, meets all concurrency <br />criteria, and will have no negative impacts on environmental <br />quality. The subject property is located in an area deemed suited <br />for low density residential uses and meets all applicable rezoning <br />criteria. The presence of the fifty foot wide A-1 zoned strip will <br />make zoning administration more difficult, but is not sufficient <br />justification to deny the request. For these reasons, staff <br />supports the request. <br />Recommendation <br />Based on the analysis, staff recommends that the Board of County <br />Commissioners approve this request to rezone the subject property <br />from A-1 to RS -3. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, he closed the <br />public hearing. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Ordinance 94-22, amending the Zoning Ordinance and <br />the accompanying Zoning Map from A-1 to RS -3, for <br />the property generally located on the south side of <br />4th Street between 43rd Avenue and 58th Avenue. <br />36 <br />July 26, 1994 <br />
