Donaldson, P.E., Coastal Engineer <br />SUBJECT: Indian River County/Vero Beach Breakwater <br />Monitoring Contract <br />DATE: July 20, 1994 FILE: BPXAX.AM <br />DESCRIPTION AND CONDITIONS <br />The County has negotiated a contract with <br />Engineers Coastal Engineering Research <br />development of a monitoring plan. <br />Administrative Code, a monitoring plan is <br />approval of an experimental project. The <br />Environmental Protection has reviewed and <br />work. <br />the U.S. Army Corps of <br />Center(CERC) for the <br />Pursuant to the Florida <br />required for the state <br />Florida Department of <br />approved the scope of <br />The CERC has developed many monitoring plans and performed many <br />coastal surveys. Their experience will enable them to design a <br />cost efficient plan that will meet state permit criteria. Also, <br />staff has instructed CERC that most of the data collected will be <br />performed by the county or county contracted consultants. -This <br />arrangement will minimize the expenditures to out of state experts. <br />ALTERNATIVES AND ANALYSIS <br />Alternative No. 1 <br />Approve the attached Agreement between the US Army Corp. <br />of Engineers and Indian River County in the amount of <br />$23,000. <br />Alternative No. 2 <br />Direct staff to find another third party that is <br />acceptable to the State of Florida and negotiate a <br />contract. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that Alternative No. 1 be accepted, whereby the <br />attached agreement is approved.
