Stolle Development Corporation is also proposing to place 32 acres of <br />property which they own south of 13th Street, S.W. and west of 27th <br />Avenue under a conservation easement. This 32 acres would serve as a land <br />bank should similar situations arise in the future with respect to platted lots <br />within Lindsey Lanes Subdivision. <br />The Environmental Planning Division has examined the proposed "land bank" <br />area and determined that it does consist of native upland vegetation which <br />would be suitable for conservation. The preservation of a larger intact <br />contiguous portion of native habitat furthers the purpose and intent of <br />Chapter 929, Upland Habitat Protection, by promoting the preservation of <br />sufficient upland ecological communities to maintain viable populations of all <br />native plant species. <br />RECOMMENDATION: <br />1. Authorize the Chairman to execute the Release and Substitution of <br />Conservation Easement from Lot 16, Block A to Lot 1, Block B of <br />Lindsey Lanes Subdivision, Phase I. <br />2. Approve the concept of creating a 31 -acre native upland "land bank" , <br />to be utilized in future situations where circumstances within the <br />Lindsey Lanes Subdivision require the release of any further platted <br />conservation easements. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Macht, the Board unanimously authorized <br />the Chairman to execute the Release and Substitution <br />of Conservation Easement in Lindsey Lanes <br />Subdivision as set out in staff's memorandum. <br />RELEASE AND SUBSTITUTION OF CONSERVATION EASEMENT <br />IS RECORDED IN THE PUBLIC RECORDS OF INDIAN RIVER COUNTY <br />RESOLUTION APPOINTING VALUE ADTUSTI MM BOARD (VABj <br />AMIDMBERS AND PROVIDING FOR PER DIEM COMPENSATION FOR <br />The Board reviewed memo from Deputy County Attorney William G. <br />Collins II dated July 19, 1994: <br />59 <br />k1L� <br />BOQK fi� $ <br />July 26, 1994 <br />
