CONTRACT VVI M F.I.T. - PEP REEF COMPUTER MODELING <br />The Board reviewed the following memo dated 7/27/94: <br />TO: James E. Chandler, <br />County Administrator <br />THROUGH: James W. Davis, P.E., <br />Public Works Director <br />FROM: Don G. Donaldson, P. E. Coastal Engineer <br />SUBJECT: Indian River County/Vero Beach Breakwater <br />Project Computer Modeling <br />DATE: July 27, 1994 FILE: cMMAM <br />DESCRIPTION AND CONDITIONS <br />The county has received three proposals for a numerical model <br />analysis of the P.E.P Reef project. This model analysis is <br />required by the Florida Department of Environmental Protection, <br />Division of Beaches and Shores (DEP), for the permit and monitoring <br />program. Staff and American Coastal Engineering have *negotiated <br />with the DEP to have the model requirements dropped. The DEP has <br />maintained. that a numerical model analysis is necessary and that <br />the permit application will remain incomplete until this analysis <br />is performed. <br />ALTERNATIVES AND ANALYSIS <br />Staff has reviewed each of the proposals from the University of <br />Florida, American Coastal Engineering, Inc. and the Florida <br />Institute of Technology (see Attached). The Florida Institute of <br />Technology has proposed using a highly advanced technique that will <br />most accurately predict the effects of the breakwater. In <br />addition, this model will satisfy the DEP monitoring zequirements. <br />Because of the monitoring requirements, the initial cost of this <br />proposal will be offset by savings during the monitoring phase of <br />the project. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that the Board authorize a contract with the <br />Florida Institute of Technology in the amount of $36,847.00. <br />Payment is from Tourist Tax Revenue account :119-144-572-067.63 <br />Don Donaldson, coastal engineer, explained that this modeling <br />will benefit the County in submitting applications for other areas <br />such as Wabasso Beach. Unfortunately, we are not able to get state <br />funding. <br />Commissioner Bird asked if funding this modeling with tourist <br />tax revenue would in some way diminish the project, and <br />Administrator Chandler stated that it would not. <br />27 <br />August 2, 1994 <br />BOOK 93 PACE 27 <br />
