DESCRIPTION AND CONDITIONS On July 5, 1994, the Board of County Commissioners held a public hearing to- consider an application from Able Aviation and Air Ambulance, Inc., for a Certificate of Public Convenience and Necessity to provide ALS/BLS non -emergency EMS interfacility transport in Indian River County.
