M <br />M <br />13. Landscape Plan: The landscaping plan is in accordance with <br />Chapter 926 requirements, and provides the buffers required <br />for places of worship. Since the property is adjacent to <br />single-family residences, the required Type "C" buffer <br />depicted along the east boundaries will be field -.inspected and <br />approved by staff prior to the issuance of a certificate of <br />occupancy for the project. <br />14. Environmental Issues: The subject site, being 16.58 acres in <br />size, exceeds the 5 acre native upland set aside threshold of <br />section 929.05. Therefore, section 929.05 applies. Section <br />929.05 requires that 15% (or 10% in a contiguous clump) of the <br />upland area must be set aside in a protected conservation <br />area. Prior to the release of the approved site plan, the <br />conservation easement document must be approved by <br />Environmental Planning staff and the County Attorney's Office <br />and recorded in the public records. <br />15. Dedications and Improvements: No additional right-of-way is <br />required from the site's frontage along Old Dixie Highway or <br />1st Street S.W. <br />16. Specific Land Use Criteria: The application must satisfy all <br />applicable criteria for a place of worship. The place of <br />worship specific land use criteria are as follows: <br />a. No building or structure shall be located closer than <br />thirty (30) feet to any property line abutting a <br />residential use or residentially designated property; <br />b. Access shall be from a major thoroughfare unless <br />otherwise approved by the public works department; <br />c. Any accessory residential use, day care facility or <br />school upon the premises shall provide such additional <br />lot area as required for such use by this section and <br />shall further be subject to all conditions set forth by <br />the reviewing procedures and standards for that <br />particular use. Accessory residential uses may include <br />covenants, monasteries, rectories or parsonages as <br />required by these regulations; <br />d. Type "C" screening shall be provided along all property <br />boundaries where the facility is located adjacent to a <br />single-family residentially designated property. Type <br />"D" screening shall be provided along all property <br />boundaries when the facility is located adjacent to a <br />multi -family residential designated property. <br />Staff has verified that the site plan application satisfies <br />all of the applicable specific land use criteria. <br />RECOMMNDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant special exception use approval for the <br />Proposed expansion to the existing place of worship and <br />construction of a new parsonage, subject to the following <br />condition: <br />1. Prior to site plan release, the applicant must apply for and <br />obtain the applicable HRS permits for proposed septic systems. <br />2. That prior to site plan release, the applicant shall record a <br />conservation easement over the upland set aside area. The <br />conservation easement document must be acceptable to <br />Environmental Planning staff and the County Attorney's Office. <br />7 <br />BOGK � F'Ar �� <br />August 9, 1994 <br />
